Funding Church Plants

I had an interesting conversation yesterday with a friend regarding the relationship between the amount of funding for new church plants and the success rates of those new church plants. There seems to be a balance point at which a church plant can be overfunded as well as underfunded. Where do you think the balance point is? What are your thoughts?
